If concurrent usage exceeds this, ArcGIS Server will need to spin up additional instances on demand, causing request timeouts and potential server instability.
Note that spinning up a new ArcSOC instance from zero can take several seconds to over a minute depending on service complexity - requests arriving during this time may queue or fail.
This configuration is not recommended for production systems with unpredictable or bursty load.
